National Strategic Review: Macron’s Next Grand Defence Strategy for 2030

On Wednesday, November 9th, 2022 France’s President Emmanuel Macron presented the new “Revue Nationale Stratégique” aboard the amphibious helicopter carrier Dixmude in Toulon, France (Ministère des Armées, 2022). The released document aims to define France’s main national and international security objectives for 2030. The document addresses the role of France as a respected actor in international security and at the core of the European strategic autonomy initiative.

European Command and Control Capabilities in Executive CSDP Missions and Operations

The European Union aims to strengthen its security and defence capabilities in an increasingly contested strategic environment. Recent initiatives have pursued deeper military cooperation and integration among the European member States, but also the development of the EU’s platforms and programmes - including in the area of Command and Control (C2). Whereas CSDP missions and operations tended to rely on ad hoc, temporary C2 solutions chosen from an array of designated Command Options, in recent years the EU has taken steps towards their centralisation by creating the Military Planning and Conduct Capability (MPCC). Today, the MPCC exercises C2 over all non-executive CSDP missions and may also exercise C2 over one executive CSDP mission, albeit limited to the Battlegroup size. Although they allow for greater flexibility to adapt to every specific crisis, the EU’s current C2 architecture suffers from inefficiencies that may hinder its crisis response capabilities in its new strategic environment. This paper contends that creating a standing, permanent C2 structure for all CSDP missions and operations would allow the EU to better achieve its strategic goals.

The Russia – Iran Strategic Partnership in the Shadow of Ukraine’s War

Closer ties between Putin’s Russia and the Islamic Republic of Iran in the field of security cooperation (voennoe sotrudnichestvo) has attracted significant attention from Western foreign policy-makers and academic scholars in recent years. Diplomatic isolation and commonly shared dissatisfaction with the long-established American hegemony has driven both countries into a pragmatic, stable and mutually beneficial rapprochement nearly a decade after a new chapter in their relationships was opened in 2012 (Ghadbeigy, 2017). By this time the return of Vladimir Putin to power was clearly interpreted as marking a watershed moment in Russian foreign policy doctrine and strategies that had long since been in vogue under the rule of Dmitriy Medvedev (Kozhanov, 2015).

14 NATO Allies, plus Finland, Agree to Develop the European Sky Shield Initiative

In response to the Russian war on Ukraine, neighbouring countries have decided to take concrete steps towards strengthening their air security. On October 13, 2022, fourteen NATO member countries, plus Finland, signed a Letter of Intent initiating the development of a “European Sky Shield Initiative” (NATO, n.d.). The European Sky Shield Initiative creates a joint defence system “through the common acquisition of air defence equipment and missiles by European nations” (NATO, n.d.). Furthermore, the project enhances interoperability between the countries and strengthens NATO’s Integrated Air and Missile Defence (NATO IAMD).

NATO’s Interoperability in the Asia-Pacific Area

Last February, Presidents Vladimir Putin and Xi Jinping solidified their mutually supportive relationship with the issuance of the Joint Statement of the Russian Federation and the People’s Republic of China on the International Relations Entering a New Era and the Global Sustainable Development. In the document, Russia reaffirms its support for the one China policy in reference to the Taiwan dispute. In return, China opposes the NATO enlargement policy by opposing both the inclusion of Eastern European countries and the increase of the North Atlantic Council’s interests in Pacific Asia. As a result of this geopolitical shift, NATO had to revaluate its strategic agenda in both Europe and Asia-Pacific. The 2022 Strategic Concept can be considered the main pillar of a new, more cohesive NATO strategy.
