Assessing Africa-EU Relations vis-à-vis Russian Influence in Africa

This paper will analyse to what extent Africa past relations with Russia and the West have affected present African geopolitics. To reach this goal an historical overview of the legacy of the USSR will be provided, complementing this theoretical part with the effects that the colonial legacy still produces, hampering EU-Africa relations. Following this, in order to assess future developments in Russia-Africa relations, it is fundamental to evaluate the implications of the food and economic crisis in Africa as a result of the Russian invasion of Ukraine, as well as evaluating the effects of the recovery of many European countries with energetic ties with Africa after Russia’s weaponization of the energy policies. Finally, this research paper aims to provide some recommendations to strengthen Africa-EU relations in the near future as a result of the window of opportunity opened by the Russia-Ukraine war.

Consequences of the War in Ukraine on the Arctic

The desire to access the Arctic's vast mineral reserves has always been a major driver of international attention towards the region. The Arctic is believed to contain 1,699 trillion cubic feet of natural gas and various other fuels, equal to the entirety of Russia’s oil reserves and three times those of the US (U.S Geological Survey, 2008). On top of this, by 2050, it is believed that the region above the Polar Circle may be completely ice-free, considering the rate at which the ice sheet is shrinking and the multiplier effect of warming seas and surface temperatures (La Rocca, 2022). This potential development could further increase the international race for Arctic raw materials.

Lebanon’s Crippling Crisis: Prospects for a Further EU Involvement in the Country’s Stability

The Mediterranean region and the European continent are inextricably linked from a geographical, historical, and strategic point of view. For this simple reason, it is impossible for the countries that lie on the two shores of this almost-closed sea to ignore each other for a long time. Consequently, international cooperation between them has always been intense, being reinforced by strong cultural and economic ties. Nevertheless, due to the high degree of instability that traditionally affects this area, the EU’s foreign policy towards many of its southern neighbours has usually been dominated by the theme of the security–development nexus. Lebanon is no exception. Having its modern history characterized by recurring social unrest, economic crises and civil wars, this small country has often drawn the attention of European policymakers. In 2019 the nation that was once called “the Switzerland of Middle East” has fallen again into a severe political paralysis and started to experience a deep economic downturn, which undermines inter alia the normal implementation of cooperation programmes with the EU (World Bank, 2021) The general election held in May 2022 was intended to put an end to this situation, but it didn’t. For as long as the crisis perseveres, risk Lebanon risks falling into another devastating civil war is becoming feasible. Therefore, stronger European engagement to maintain the country’s stability seems to be a matter of necessity, and it could be one of the last opportunities to save Lebanon from sinking.

14 NATO Allies, plus Finland, Agree to Develop the European Sky Shield Initiative

In response to the Russian war on Ukraine, neighbouring countries have decided to take concrete steps towards strengthening their air security. On October 13, 2022, fourteen NATO member countries, plus Finland, signed a Letter of Intent initiating the development of a “European Sky Shield Initiative” (NATO, n.d.). The European Sky Shield Initiative creates a joint defence system “through the common acquisition of air defence equipment and missiles by European nations” (NATO, n.d.). Furthermore, the project enhances interoperability between the countries and strengthens NATO’s Integrated Air and Missile Defence (NATO IAMD).

Enhanced Cooperation Between the EU and Ukraine Through a Military Training Mission: What to Expect from the EUMAM

On Wednesday, October 12, the 27 ambassadors of the EU Member States finally agreed upon the military training mission involving Ukrainian soldiers. The so-called “European Union Military Assistance Mission”, or EUMAM, which was pending since August, will allow the Member States to host training for 15.000 Ukrainian soldiers, 3.000 of whom will receive tactical combat training and specialised courses for engineers. More details will be decided during an EU Council meeting with the Ministers of Foreign Affairs of the EU members on October 17 in Luxembourg.
