Speeding Up The Operationalisation of The Rapid Deployment Capacity: The EU Gets Ready For The MILEX 23 Crisis Management Exercise

The European Union is preparing itself to hold its first live crisis management exercise as part of the incremental operationalisation of its Rapid Deployment Capacity (RDC) by 2025, aiming to enhance the designated EU Headquarters’ ability to plan, execute and oversee a Common Security and Defence Policy (CSDP) military operation by incorporating a live Battle Group-sized element (EEAS, 2023). In the long haul, the RDC should allow the deployment of a 5,000-troop modular force at different stages of an operation (entry, reinforcement or as reserve force) in a non-permissive environment (Cyber Risk, n.d.).

As the country is fighting on many fronts, this measure intends to strengthen the Ukrainian response to cyber-attacks by employing European expertise and capabilities.

A Cohesive Response to the Belarus Border Crisis?

In August 2020, the Belarusian election was widely seen as fraudulent, rigged to ensure that the so-called “last dictator of Europe” remained in power, which led to widespread international condemnation. It also prompted the EU to adopt sanctions against the regime under Article 215 TFEU, aimed at securing the end of autocratic rule and the reorganisation of elections. This led to a heightened antagonism between the EU and Belarus, culminating in last month’s border crisis. Indeed, the Belarusian government relaxed its visa entry requirements in August (Loanes, vox, 2021) in an apparent attempt to incentivise migrants to privilege the Belarusian route into the EU and funnel in a large number of people in the hope of creating political difficulties within the Union, thus weakening it.

Among land initiatives, EUFOR stands out in fostering a coherent full spectrum force package as envisaged by PESCO’s core aim.
